Why can't I launch modengine?

I downloaded modengine from modengine.app. But after I double click `startModEngine.exe`, it always shows a widget with message "Loading Mods, Please wait..."(Openning startmodengine.exe). And it won't go to another interface. I wonder how to fix it?
